Crypto-Asset Reporting Framework (CARF)
The rapid growth of the crypto-asset market has created new challenges for tax transparency and regulatory compliance. Unlike traditional financial assets, crypto-assets can often be transferred and held without the involvement of conventional financial intermediaries, making it more challenging for tax authorities to obtain a comprehensive view of relevant transactions and holdings.
To address these challenges, the OECD developed the Crypto-Asset Reporting Framework (CARF), an international standard designed to facilitate the collection and automatic exchange of tax-relevant information on reportable crypto-asset transactions between participating jurisdictions. Within the European Union, the Directive on Administrative Cooperation (DAC8) establishes a corresponding framework for the automatic exchange of information on crypto-assets between Member States, building on the OECD’s CARF standard. DAC8 applies from 1 January 2026, requiring reporting crypto-asset service providers to collect information on reportable transactions from that date. The first reporting period covers the 2026 calendar year, with reports due to national tax authorities and the first exchanges of information between Member States scheduled for completion by 30 September 2027. In third countries, the implementation of CARF and the associated reporting and exchange of information obligations depend on each jurisdiction’s commitment to implementing the framework.
As jurisdictions implement CARF through their respective domestic legislative and administrative frameworks, reporting deadlines and compliance requirements may vary between countries. Businesses operating in the crypto-asset sector must therefore assess the applicability of CARF to their activities, identify the relevant reporting obligations and deadlines in each jurisdiction in which they operate, and ensure that appropriate due diligence, data collection, reporting and compliance arrangements are in place.
